Assam has a significant number of qualified youth registered with Employment Exchanges who have the potential to work overseas, provided they receive structured language training. At the same time, many countries are facing workforce shortages due to ageing populations and are seeking skilled workers to support their economies.
To bridge this gap, the Government of Assam, through the Assam Skill Development Mission (ASDM) under the Skill, Employment & Entrepreneurship Department (SEED), has launched a special initiative — the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT). Under this scheme, selected youth from Assam will receive foreign language training to enhance their global employability.
CM’s Flight Scheme Japanese Language Training:
In its first year (FY 2025–26), the programme will focus on Japanese language proficiency, targeting the JLPT N2 level, which qualifies candidates for employment in any of the 161 job categories under Japan’s Specified Skilled Worker (SSW2) visa program. The SSW program is designed to address Japan’s labour shortages by welcoming foreign skilled workers in sectors lacking adequate local manpower.
CM Flight Scheme Assam 2025-2026: How to Apply
To empower the youth of Assam through high-quality foreign language training, enabling ethical, structured, and sustainable overseas employment opportunities. The scheme aims to position Assam as a leading center for international workforce readiness and global mobility.
Objectives
i. To provide targeted foreign language training to youth from Assam.
ii. To prepare candidates for employment opportunities abroad.
iii. To promote ethical, transparent, and structured international migration.
iv. To establish Assam as a recognized hub for global workforce development.
Role of Assam Skill Development Mission (ASDM)

The Assam Skill Development Mission (ASDM), under the Skill, Employment & Entrepreneurship Department (SEED), Government of Assam, is the nodal agency for implementing the scheme. ASDM will be responsible for:
i. Constituting the State-Level Selection Committee for candidate selection.
ii. Coordinating with the Ministry of External Affairs (MEA).
iii. Managing the release of funds and overseeing financial processes.
iv. Empaneling Foreign Language Training-cum-Implementation Partners.
v. Providing or facilitating access to training infrastructure for empaneled partners, subject to availability on a first-come, first-served basis.
vi. Facilitating access to personal, skill, or education loans from banks or financial institutions, based on candidate preference and need.
vii. Monitoring and evaluating the implementation and progress of the scheme.
Role of Foreign Language Training-cum-Implementation Partner
The Assam Skill Development Mission (ASDM) will empanel qualified Foreign Language Training-cum-Implementation Partners to support the effective execution of the scheme. These partners will be entrusted with the following responsibilities:
i. Comprehensive Implementation
Deliver end-to-end support for the scheme, including foreign language training and facilitation of overseas placements for selected candidates.
ii. Regulatory Compliance
Possess all necessary licenses, approvals, and accreditations as mandated by regulatory authorities for recruiting, training, and placing foreign workers.
iii. Candidate Lifecycle Management
Manage the full candidate journey — from mobilization and training to language certification, visa processing, travel arrangements, and post-placement support.
iv. Loan Facilitation
Assist candidates, where needed, in accessing personal, skill development, or education loans from banks or financial institutions, based on their preferences.
v. Pre-Departure Orientation
Conduct comprehensive pre-departure orientation programs covering the destination country’s work culture, legal compliance, workplace etiquette, and ethics.
vi. Language Proficiency Support
Organize regular mock tests (e.g., JLPT N2 for Japanese) and ensure adequate preparation for official language certification exams.
vii. Employer Coordination & Placement
Engage with overseas employers to secure suitable job placements for trained candidates, aligning with visa and skill requirements.
viii. Collaboration with ASDM
Work in close coordination with ASDM and the Government of Assam to fulfill the scheme’s objectives, operating under a formal agreement/MoU that outlines targets for training and placements.
CM Flight Scheme Assam Financial Assistance 2025-2026:
Under the CM-FLIGHT scheme, financial assistance will be provided as follows:
i) For Foreign Language Training-cum-Implementation Partners
A training support cost of 1,00,000 per candidate will be extended to the empaneled partners. This amount will be disbursed in a phased manner, linked to key milestones in the candidate’s training and placement journey.

CM Flight Scheme Assam For Eligibility 2025-2026:

The candidate will be eligible to receive 50,000 as post-placement assistance from the Government of Assam. This financial support is intended to help meet initial settlement and relocation expenses in the destination country.
CM Flight Scheme Assam Fees to be Paid by Candidates:
Based on current estimates, the total cost for a 10 to 12-month Foreign Language Proficiency Training program is expected to range between 3,00,000 to 4,00,000 per candidate.
This fee typically covers the following components:
a) Entrance Examination Fee
b) Admission, Training, and Learning Materials
c) Tuition Fees
d) Language Proficiency Examination Fee
Indicative Additional Costs to be Borne by Candidates
In addition to the training-related fees, candidates are expected to bear certain other expenses, estimated to be in the range of 1,00,000 to 1,80,000. These costs may include:
a) One-way international airfare
b) Medical check-up expenses
c) Lodging and boarding during the training period (if required)
d) Local commutation during training (if required)
e) Visa application and processing fees
Monitoring and Governance
A State-Level Steering Committee, chaired by the senior-most Secretary of the Skill, Employment & Entrepreneurship Department (SEED), will provide overall guidance and oversight for the implementation of the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT).
The Assam Skill Development Mission (ASDM) will serve as the implementing agency, responsible for coordinating:
Monthly progress reviews
Data reporting and documentation
Ongoing monitoring and evaluation of the scheme’s performance
Process of Hiring Foreign Language Training-cum-Implementation Partners
For FY 2025–26 (Pilot Phase):
As part of the pilot rollout, agencies that have already signed Memoranda of Understanding (MoUs) with the Government of Assam will be allocated specific targets to implement the scheme. These agencies will be designated as Foreign Language Training and Implementation Partners for the pilot year.

Starting from FY 2026–27, ASDM will adopt a Quality-Based Selection (QBS) process to empanel Foreign Language Training-cum-Implementation Partners.

Eligibility Criteria for Candidates
To be eligible for the Chief Minister’s Foreign Language Initiative for Global Human Talent (CM-FLIGHT), applicants must meet the following criteria:
1. Age: Must be between 18 to 45 years at the time of application.
2. Educational Qualification: Must possess the minimum academic or technical qualifications relevant to the sector, domain, or trade in which they seek overseas employment.
3. Language Proficiency: Must have a basic understanding of English to effectively participate in the training and placement process.
4. Medical Fitness: Must be medically fit as per the requirements of the destination country.
5. Identification & Residency: Must hold a valid Aadhaar Card and be a Permanent Resident of Assam.
